STARTING Sept. 1, the Land Transportation Office (LTO) will issue modern number plates to new vehicles as a way to solve carnapping, unauthorized engine replacement, vehicle smuggling, and colorum operation, among other illegal activities.

LTO 7 Director Raul Aguilos said a new vehicle owner will pay P450 for the modern number plate, which will be delivered within 45 days from the date of registration. It will be valid for five years.

Speaking before the 888 News Forum at Marco Polo Plaza, Aguilos said the modern number plates will also be issued to old vehicles during renewal of registration starting Jan. 1 next year.

Separate modern number plates for motorcycles will also be issued on the same day. The owner will have to pay P150.

The modern number plate is permanently assigned to a vehicle, and nobody, including the owner, is allowed to remove it except authorized LTO personnel."

New sticker

A modern sticker will be issued together with the modern number plate and must be placed on the vehicle windshield. It will be considered a third plate.

"This modern number plate will solve the continuing lack of plates, Aguilos said. "The Department of Transportation and Communication will pay the contractor that will manufacture the plates within 10 years," Aguilos said.

Aguilos said commemorative plates marked with "NBI," "CIDG," "Mayor," "Governor," or "PNP" are now declared illegal. He said LTO enforcers have started confiscating these illegal plates since June.

He said owners of vehicles with commemoratives plates must voluntarily remove them, or face penalties if caught.

Aguilos warned buyers of vehicles to avoid used units that were illegally imported because the LTO will not register it or will not renew its registration.

Executive Order 156, issued by President Gloria Macapagal Arroyo in 2003, prohibits the importation and registration of used vehicles.

"We are only authorized to register brand new vehicles. The balikbayans (returning residents) are allowed to bring their vehicles they used and owned in the country where they lived or worked, but they cannot sell them," Aguilos said.

One requirement in the registration of brand new vehicles is the Certificate of Payment (CP) of duties and taxes issued by the Bureau of Customs.

The CP will serve as proof that the vehicle was imported legally.

Dat gaat een soepke worden.....ben eens benieuwd hoe goed ze die wetten gaan toepassen....ze krijgen het nog niet eens gereed om licht te verlpichten op ieder voertuig. Een hoop rijd rond met bedenkelijke remmen. Bijna 50% rij rond, geen registratie en/of geen rijbewijs. Daaraan zie je duidelijk ,

Nieuwe kentekenplaten, een tweede sticker op de voorruit, weer een nieuw document. Het stikt van de regels. Maar het zal niet verhinderen dat er wordt gerotzooid zolang er bij de LTO figuren rondlopen met "thick faces"

Heb vandaag renewal gedaan voor de 2 bromfietsen te Toledo City .
Eerst smoketest en verzekering aanpassen .
De bromfiets moet getoond worden aan de inspecteur van het LTO ( verbaasde mij ten zeerste )
De bromfiets werd getest op lichten, knipperlichten, toeter en remmen
Dacht dit gebeurt enkel met mij omdat ik witneus ben ....niet dus .....elkeen werd getest .... en met een mankement werden er geen renewals uitgeschreven ....
Vindt dit echt een positieve noot ....leve Toledo ...  :lachen:

het is te hopen dat ze dat zo overal in de filippijnen gaan doen dan zullen de wegen leger worden en zeker veel veiliger  :thumb:

Een vriend van me vertelde dat er wordt gesproken over  het verplichten van een tweede kenteken plaat voor aan de voorkant van brommers.

Oei , dan gaat het aantal dat zonder registratie rondrijd flink de hoogte in gaan of het verkeer wordt in een klap gehalveerd. Wat er ook van is, een beetje technische controle is een positief begin.

A.U.B. corrigeer me als ik het ergens niet goed begrepen heb of niet juist naar voren breng want ik stond net onder de douche (alleen) toen ik het hoorde (gebruikte Johnson Babysoap  :happy: :happy:)
En dit was allemaal in cebuano met een mix van tagalog................. :jajaja: :jajaja:

Vanmiddag hoorde ik op het programma van Jones Manaba op de radio (91.7) een topic betreffende het feit dat de jaarlijkse "registration - renewal" van SURPLUS vehicles die geregistreerd waren na 1 jan 2007 niet meer in Dumaguete city gedaan mocht worden en dat zulks alleen nog kan in Bacolod en Cebu city.

Evenwel zouden Easy-rides en trucks hier niet onder vallen.

Zeer verwarrend en het ging hier om executive order No: 156

Dit zou te maken hebben met de payment of Custom taxes of zoiets......

Ook wagens met plates K, L, M en G kunnen niet meer worden geregistreerd omdat die uit Mindanao zouden komen of zoiets.....

            WHEREAS,  Executive Order No. 248, issued on July 24, 1987, amending Executive Order No. 906, issued on August 4, 1983, directed the review by the BOI of the Progressive Car Manufacturing Program (PCMP) and the Progressive Truck Manufacturing Program (PTMP), in order that the Government may adopt fundamental reforms;

            WHEREAS,  Memorandum Order No. 346 series of 1996, as amended by Memorandum Order No. 473, series of 1998, promulgated the Guidelines on the Car Development Program (CDP), Commercial Vehicle Development Program (CVDP) and the Motorcycle Development Program (MDP), collectively known as the Motor Vehicle Development Program (MVDP);

            WHEREAS,  the ASEAN Industrial Cooperation Agreement commonly known as the AICO Agreement was signed on April 27, 1996 by ASEAN Member Countries, that would enhance ASEAN Industries� competitiveness and effectiveness through, among others, closer collaboration between companies in ASEAN to bring about increase in the volume and value of intra-ASEAN trade;

            WHEREAS,  Republic Act No. 8749 otherwise known as the Philippine Clean Air Act (CAA) of 1999 was promulgated to promote and protect the environment including its air sheds against pollution from mobile sources, among others;

            WHEREAS,  Memorandum Order No. 51 was issued on January 22, 2002 as amended by M.O. 73 issued on September 12, 2002, further amending M.O. 346 providing compliance with the Philippines� commitment to the TRIMS Agreement under the World Trade Organization (WTO) for the motor vehicle sector;

            WHEREAS, the motor vehicle industry is a significant contributor to the country�s economic output, employment, investments, exports and the development of small and medium scale parts and component manufacturing establishments;

WHEREAS,  the motor vehicle industry is a major component of the government�s continuing industrial development program, which is tasked to enhance the capabilities of the Philippines motor vehicle manufacturing firms to be globally competitive producers of completely build-up units (CBUs) and their parts and components for the local and export markets;

WHEREAS, there is a need to restructure the MVDP for the primary purposes of the establishment and/or expansion of production facilities by global vehicle manufacturers to allow export of CBUs, and the increase of exports of motor vehicle parts and components;

WHEREAS, there is a need to rationalize the importation of used motor vehicles taking into consideration the needs of local government units, small and medium enterprises and the public transport sector;

WHEREAS, it is necessary to adopt a clear and stable industrial policy framework consistent with core requirements of the above-mentioned issuances and taking into account recent global developments in the industry, thereby creating a clear and level-playing field both within and outside among competitors and encourage proactive participation among players and ensure success of the MVDP;

WHEREAS, the President, as Chief Executive, is vested with the power of control over all Executive Departments and Agencies;

WHEREAS, to accelerate the sound development of the motor vehicle industry in the Philippines, the government has declared the following policies:

Prohibition of Used Vehicles Importation � To ban importation of all types of used motor vehicles and parts and components, except those that may be allowed under certain conditions.

Restructuring of Most Favored Nation (MFN) Tariff Rates � To restructure MFN rates for motor vehicles and their raw materials and parts and components at such rates that will encourage the development of the Philippine motor vehicle industry.

Rationalization of Excise Taxes �  To restructure the current excise tax system for motor vehicles with the end view of creating a simple, fair and stable tax structure.

Regional Complementation under the AICO Scheme -  To advocate the continued application of AICO scheme as maybe adopted by the Association of Southeast Asian Nations (ASEAN) consistent with the implementation of the ASEAN Free-Trade Agreement � Common Effective Preferential Tariff (AFTA-CEPT).

Provision of Export Incentives � To the extent allowed by law and international commitments to grant incentives to assemblers and parts and components makers for the export of CBUs and parts and components.

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, do hereby order:

Article 1.  Restructuring of the Motor Vehicle Development Program

Section 1.  Coverage

1.1.1.     The Program shall cover the manufacture and assembly of the following motor vehicles:

1.1.1   Classification 1                                             -           Passenger cars

Passenger cars shall refer to any four-wheeled motor vehicle, which is propelled by gasoline, diesel, electricity or any other motive power and principally designed to transport persons and not primarily to transport goods.

1.1.2   Classification II                                              -           Commercial Vehicles

Commercial Vehicles � shall refer to any four or more wheeled motor vehicle, which is propelled by gasoline, diesel, electricity and any other movie power and principally designed to transport persons and/or goods/cargoes, such as light commercial vehicles, buses, trucks, and special purpose vehicles (for example, ambulances, fire trucks, and the like).

Light Commercial Vehicles shall refer to vehicles whether 4-wheeled drive or not, which may be classified under but not limited to the following:  utility vehicles, sports utility vehicles, Asian utility vehicles, commuter vans, pick-ups, which are designed to carry both passengers and goods/cargoes.


1.1.3   Classification III                                             -           Motorcycles

Motorcycles shall refer to any two or three-wheeler vehicle fitted with an auxiliary motor, with or without sidecars.

1.2             The assembly of motor vehicles covered in the MVDP shall be in completely knocked down (CKD) condition only.  CKD shall refer to completely knocked-down parts and components that are either locally produced or imported for assembly purposes by registered participant of the MVDP.  The imported CKDs refer to sub-parts/parts and sub-assemblies/assemblies/components minus local parts and components, as may be determined by the Board of Investments.  The definition of CKD shall be anchored on the following premises:

1.2.1       Promotion and development of efficient and competitive local motor vehicle industries.

1.2.2   Increase in value-added of motor vehicle products to the economy; and

1.2.3   Retention and creation of jobs, transfer of skills and technology.

Sub-assemblies/assemblies/components � shall refer to major parts and components such as engines, transmissions, axle assemblies, chassis, body assemblies and the like.

Sub-parts/parts � shall refer to parts that are necessary for producing sub-assemblies/assemblies/components and/or other parts forming part of the CKD pack.

1.3             Only brand-new Original Equipment Manufacturer (OEM) CKD parts and components for assembly purposes shall be allowed for importation under the Program.

Section 2.  Participants

2.1             Any foreign-owned or Filipino-owned companies organized under the Philippine laws that will engage in the manufacture/assembly of motor vehicles shall qualify as participant under the MVDP.  The participant shall:

2.1.1       Obtain a technical licensing agreement with the foreign OEM that will supply the CKD and provide technology transfer/technical assistance, adequate parts and support services;

2.1.2       Establish new assembly facility or utilize an existing assembly facility, which is either idle or in operation; and

2.1.3       Assembly/manufacturer brand new quality motor vehicles.

The assembly operation shall involve at least the basic assembly processes, i.e., welding, painting, trimmings and quality testing/inspection.

2.2             A new participant of the MVDP refers to a local assembler/manufacturer, which is neither registered under any of previously issued Memorandum Orders on MVDP and its predecessor programs.

2.3             As a major commitment under the MVDP, each new participant, over a period of one (1) year, shall invest and/or bring in investments in the manufacture of motor vehicle parts and components for both export and domestic markets, equivalent to US$ 10 million for passenger car assembler, or US$8 million for commercial vehicle assembler or US$2 million for motorcycle assembler.

2.4            The investments in the manufacture of motor vehicle parts and components shall be in any of the following schemes:

2.4.1      Equity investment, either minor or major stockholdings in new or existing motor vehicle parts manufacturing company; or

2.4.2   Investments in in-house motor vehicle parts manufacturing; or

2.4.3      Cost sharing schemes with existing motor vehicle parts manufacturing companies in terms of toolings and/or modernization/upgrade of facilities; or

2.4.4      Participation under the Department of Industry�s (DTI) SME Assistance Program (Center Satellite Company for SME Guarantee and Facility); or

2.4.5       Other investments that BOI may consider for the development of the motor vehicle industry.

2.5             Existing participants registered under previous MOs shall continue to be member of the MVDP and continue to avail of the privilege hereof, provided that they are in good standing.

2.6             Application for registration as participant in the MVDP shall be submitted to BOI, together with commitment/s and undertaking to invest/bring in investments for the manufacture of motor vehicle parts.  The BOI shall decide on the accepted application within sixty (60) working days from the date of official application thereto.

2.7            Approved participant shall be issued a Certificate of Registration by the BOI and shall comply with the terms and conditions specified therein.  The Certificate of Registration shall include the commitments made by the participant in the proposal.  The participant shall present to BOI proof of investments in motor vehicle parts manufacturing in accordance with its commitment submitted to BOI, within one (1) year from date of registration; otherwise the BOI shall automatically cancel after due process the Certificate of Registration, subject to imposition of penalties, such as refund of duty differential between the CBU and CKD on all importations and other government incentives, if any.

Section 3.  Models and Variants

3.1             There shall be no limitation in the number of models that participant may assemble/manufacture provided the same are registered with the BOI.  A participant may register multi brands of motor vehicles.

3.2     The BOI shall not register the same models under two (2) participants.

Section 4.  Local Content Requirement

4.1            The local content requirement under M.O. 346, as amended, shall be phased-out in accordance with the provisions of M.O. 73.

4.2             New and existing participants shall continue to comply with the local content requirement as provided for under M.O. 73 until this requirement is phased-out, after which their registration shall be classified accordingly consistent with this E.O.

Section 5.  Foreign Exchange Requirement

5.1             The foreign exchange requirement under M.O. 346, as amended, shall be phased-out in accordance with the provisions of M.O. 73.

5.2             New and existing participants shall continue to comply with foreign exchange requirement as provided for under M.O. 73 until this requirement is phased-out, after which, their registration shall be classified accordingly consistent with this E.O.

Section 6.  Privileges

6.1             The participants shall continue to avail of CKD tariff rate under the CKD tariff lines as may be determined by BOI.  The CKD tariff rate shall be established taking into consideration the availability of local parts and components pursuant to Article 3 hereof.

6.2            The BOI shall continue to issue Certificate of Authority (CA) to import to allow the participant to import CKD at CKD tariff rate.

Section 7.  Implementing Agency

7.1             The DTI, though the BOI, shall continue to implement the guidelines for the MVDP.

Section 8.  Review Committee

8.1             A Review Committee shall be formed to serve as the consultative body to recommend measures that will enhance competitiveness of the motor vehicle industry.  It shall be composed of government and private sector representatives.  The Secretary of DTI shall approve the Terms of Reference.

Article 2.  Prohibition of Used Vehicles Importation

Section 1.  Definition of Terms

1.1             For purposes of determining the type of motor vehicles that are allowed for importation, the following descriptions shall be used:

1.1.1      Vehicle imported under the no dollar import program � a motor vehicle personally owned by a returning resident or immigrant with GVW not exceeding 3 tons in accordance with the Program�s guidelines.

1.1.2      Truck � any motor vehicle whose body configuration is designed to carry heavy loads, general freight, or for special purpose regardless of gross vehicle weight, provided that pick-ups are not considered as trucks.

1.1.3      Bus � a motor vehicle intended for mass transport or carrying of passengers.

1.1.4      Special Purpose Vehicles � a range of motor vehicles specially constructed or adapted, equipped with various devices that enable them to perform certain non-transport functions (i.e. fire trucks, crane lorries, mobile radiological units, mobile drilling derricks, concrete mixer lorries etc.) or a specialized type of motor vehicles used for the transport of persons or goods. (i.e. ambulance, hearses)

1.1.5       Fire truck � fire fighting vehicle with pump, usually driven by the vehicle�s engine.

1.1.6       Crane lorry � an equipment consisting of a motor vehicle chassis on which a cab and a rotating crane are permanently mounted.

1.1.7       Mobile drilling derrick � a lorry fitted with a derrick assembly, winches and other appliances for drilling.

1.1.8       Ambulance � a vehicle equipped with medical equipment or facilities and used for transportation the injured or sick.

1.1.9       Hearse � a vehicle for conveying the dead.

1.1.10  Truck tractor/tractor head � a vehicle constructed essentially for hauling or pushing another vehicle, appliance or load.

1.1.11  Concrete-mixer lorry � a vehicle consisting of a cab and a chassis, on which is permanently mounted a concrete mixer, capable of use for both making and transporting concrete.

1.1.12  Mobile radiological unit � a vehicle fitted with an examination room, dark room and complete radiological equipment.

1.1.13  Pickup truck � a light truck having an enclosed cab and an open body with low sides and tailgate.  For purposes of this EO, pickup truck is a vehicle with gross weight of up to 3 tons.

Section 2.  Brand new vehicles

2.1             The importation of brand new motor vehicles shall be allowed pursuant to Executive Order No. 264, series of 1995 and Monetary Board Circular No. 92, series of 1995.  To be considered brand new, the motor vehicles shall be (a) of current or advance year model in the country of origin and/or  manufacture, or (b) of year model immediately preceding year in the country of origin and/or manufacture provided that:

2.1.1   The motor vehicle has a mileage of not more than 200 kilometers; and

2.1.2       The motor vehicle has been acquired by the importer from the dealer as first owner.

Section 3.  Used motor vehicles.

3.1             The importation into the country, inclusive of the Freeport, of all types of used motor vehicles is prohibited, except for the following.

3.1.1   A vehicle that is owned and for the personal use of a returning resident or immigrant and covered by an authority to import issued under the No-Dollar Importation Program.  Such vehicles cannot be resold for at least three (3) years;

3.1.2       A vehicle for the use of an official of the Diplomatic Corps and authorized to be imported by the Department of Foreign Affairs;

3.1.3       Trucks excluding pick-up trucks;

1.      with GVW of 2.5 � 6.0 tons covered by an authority to import issued by DTI.


2.      With GVW above 6.0 tons.

3.1.4       Buses:

1.      with GVW of 6-12 tons covered by an authority to import issued by DTI;

2.      with GVW above 12 tons.

3.1.5       Special purpose vehicles:

1.      fire trucks

2.      ambulances

3.      funeral hearses/coaches

4.      crane lorries

5.      tractor heads or truck tractors

6.      boom trucks

7.      tanker trucks

8.      tank lorries with high pressure spray gun

9.      reefers or refrigerated trucks

10. mobile drilling derricks

11. transit/concrete mixers

12. mobile radiological units

13. wreckers or tow trucks

14. concrete pump trucks

15. aerial/bucker flat-form trucks

16. street sweepers

17. vacuum trucks

18. garbage compactors

19. self loader trucks

20. man lift trucks

21. lighting trucks

22. trucks mounted with special purpose equipment

23. all other types of vehicles designed for a specific use.

Section 4.  Monitoring of Importation of Used Motor Vehicles.

4.1             To effectively implement the provisions of Article 2 of this EO, the following shall be carried out:

4.1.1       The DTI shall monitor all importations of used motor vehicles.  A monthly report on the result of its monitoring and the impact of imports shall be submitted to the DTI Secretary.  The DTI Secretary may, upon review when necessary, issue an order suspending or restricting the entry of certain types of motor vehicles without prior approval from the President.

4.1.2       The Bureau of Customs (BOC) is hereby directed to submit the following information pertaining to the importation of motor vehicles to the DTI:

�                    Name of importer;

�                    Importer�s address;

�                    Quantity and invoice values of vehicles;

�                    Make, model and identification numbers of vehicles;

�                    Date of importation;

�                    Assessed values of the vehicles;

�                    Tariff classification and rate of duty per vehicle;

�                    Total amount of taxes and duties paid on the shipment; and

�                    Other relevant information on the importation of the vehicles. 

4.1.3       The Land Transportation Office (LTO) is hereby directed to submit the following information pertaining to the registration of imported motor vehicles to the DTI:

�                    Name of registrant;

�                    Registrant�s address;

�                    Quantity and invoice values of vehicles;

�                    Make, model and identification numbers of vehicles;

�                    Date of registration; and

�                    Other relevant information on the registration of the vehicles.

Such information shall be submitted every month not later than fifteen (15) days after the end of the reference month.  The DTI, in coordination with the BOC and LTO, may issue additional guidelines, if necessary, to effectively implement this directive.

4.1.4       Consistent with the provisions of RA 8749, the Clean Air Act (CAA), all imported motor vehicles shall not be sold nor allowed to operate unless it has complied with emission standards.  The LTO shall only register imported used motor vehicles upon compliance with emission standards.

4.1.5       The  Department of Finance (DOF) and the Department of Transportation and Communication (DOTC), including the Bureau of Customs (BOC), Bureau of Internal Revenue (BIR), Land Transportation Office (LTO), and other agencies such as the Freeport Authorities, shall perform their duties and responsibilities consistent with this Order.

4.1.6       All agencies instructed under the provisions of this Order are directed to issue additional directives, circulars, or orders, if necessary to implement the provisions hereof within fifteen (15) days from the effectivity of this EO.

Section 5.  Penalty

5.1             All imported vehicles found to be in violation of any provision in this EO shall be subject to seizure without redemption by the BOC and will not be subject to registration by the LTO unless disposed of in accordance with the Tariff and Customs Code.

5.2             Any person, entity, government instrumentality or institution, found to be violating or grossly negligent in executing the mandates of this EO shall result in the expulsion from office of any or all of the following personnel:  the chief execution, responsible directors, responsible rank and file and other responsible operating officers.  Notwithstanding any provision of law to be contrary, they shall likewise be prohibited from holding any government position for at least two (2) years.

Article 3.  Restructuring of Most Favored Nations (MFN) Tariff Rates

Section 1.     Consistent with the objective of MVDP, the tariffs for motor vehicle products shall be restructured at such rates comparable to neighboring countries with similar development programs.

Section 2.     The DTI shall recommend to the Committee on Tariff Related Matters (CTRM) the appropriate MFN tariff rates for motor vehicles, its basic raw materials and parts and components taking into consideration the following:  (a)  promotion and development of efficient and competitive local motor vehicle industries;  (b)  increase in the value-added of motor vehicle products to the economy; and, (c)  retention and creation of jobs, transfer of skills and technology.

Article 4.  Rationalization of Excise Tax

Section 1.     Consistent with objective of the MVDP, the current excise taxes system on automobiles shall be restructured to shift to purely value-based tax system to create a fair, simple, transparent and stable taxation system.

Article 5.  Regional Complementation under the AICO Scheme

Section 1.     Consistent with the objectives of the MVDP, the DTI shall aggressively pursue the continued application of AICO Scheme in the ASEAN.

Section 2.     The DTI, subject to the approval of the President shall prepare the measures to accelerate processing of AICO applications.

Article 6.  Provision of Export Incentives

Section 1.     Consistent with the objective of the MVDP, the DTI and the DOF shall implement a special incentives package for the motor vehicle industry in accordance with existing laws and international commitments.

            Article 7.  General Provisions

Section 1.     Amendments  -  The DTI, after consultation with the industry, may recommend to the President further amendments to this EO, taking into account the attainment of Program objectives, economic conditions and local manufacturing capabilities.

Sec 2.  Repealing Clause.  -  All other orders rules and regulations or parts thereof, which are inconsistent with the provisions of this Executive Order, are hereby repealed, amended or modified accordingly.

Sec. 3   Separability Clause.  -  The provisions of this Executive Order are hereby declared separable and in the event any of such provisions is declared unconstitutional, the other provisions, which are not affected, thereby shall remain in force and effect.

Sec. 4  Effectivity  -  This Executive Order shall take effect immediately upon publication in at least two (2) national newspapers of general circulation in the Philippines.

Creek , precies weet ik het ook niet maar het schijnt dat enkele jaren geleden er een verbod op tweedehands invoer is gestemd en alle tweede hands na die wet worden niet meer geregistreerd ....zo ook de surplus , voertuigen die in onderdelen het land(veelal van Japan) in kwamen en hier terug geassambleerd werden (subic) van righthand naar lefthand drive ....geen registratie meer...allemaal nogal drastische maatregelen...of die als zodanig klakkeloos kunnen ingevoerd worden  :weetikniet: hier en daar zullen er een hoop niet echt blij zijn daarmee....zeker niet als je bedenk dat de meesten zich het eten uit de mond gespaard hebben voor zo'n tweedehands status symbool. Volgens een schatting van een medewerker van LTO hier zou om zo'n 25% van de auto's gaan   :weetikniet: klink me wel enorm.

wordt menig surplus van japan ingevoerd...het probleem is dat in japan auto's het stuurwiel rechts hebben en daar mag je in de  :smiley-philippines: niet mee rijden , dus die worden in onderdelen ingevoerd en dan omgebouwd al dan niet volgens de regels van de kunst ....das is eigenlijk het probleem...Honda heeft dat voorgetrokken en gewonnen... tig honda fizz in de  :smiley-philippines: zijn surplus.

Kon niet met de eigenaar van KEN's surplus spreken want hij was afwezig vandaag...en hij zou er veel meer van moeten afweten want hij heeft een paar weken geleden dure Mitsubishi leger-personenwagens geimporteerd en als die niet mogen worden geregistreerd dan is hij de lul........

It's official: The Land Transportation Office has announced that it will uphold "the constitutionality and legality of Executive Order 156" and go after used vehicles that were imported illegally into the Philippines.
The Supreme Court in February, however, effectively banned duty-free importation of used cars into the country, except in Subic.

But imported cars, according to the Ceza, are slapped with a 100 percent duty, which effectively doubles their cost. The Bureau of Customs, which runs an office at CEZA, collects the duties here.

A vehicle's cost increases by P50,000, representing the shipping fee per unit, and by another P10,000 for the cost of converting the vehicle from right-hand to left-hand drive, which is the norm in the Philippines.

Despite the high duty and conversion costs, buyers can still bring home a Mitsubishi Pajero 2.5 from Port Irene for only P350,000. The selling price for a slightly used Toyota Lucida is P250,000 and is negotiable.

A Toyota Hi-Ace 21 sells for only P280,000; Nissan Serena, P240,000; Mitsubishi Delica, P250,000; Mitsubishi Spacegear 2.5, P300,000; Isuzu Bighorn, P440,000; and Mitsubishi Pajero 2.8, P550,000.

Importers, according to sources, scout for slightly used cars in Japan, where owners replace their units cars after a few years.

At Port Irene, buyers from as far as Metro Manila, Ilocos and Isabela spend a day or two negotiating for the price of the car.

Some buyers are actually traders or dealers in the business of reselling the vehicles in Metro Manila for a bigger price, earning as much as P50,000 per unit in the process.

A source said many used cars had been brought into the country through Port Irene, prompting one locator to open a store for spare parts and accessories. Buyers of imported vehicles will find it handy if a shop is nearby to offer parts and accessories.

Denk dat het eerder gaat om iligale invoer ..... en daarom zijn de nietsvermoedende kopers van zo een unit de dupe ....

Ja inderdaad nooit te oud om te leren maar wat is er van waar ook. Verhuizen de nummer platen mee met de auto als die verkocht is :weetikniet: want heb eens in Capas een  lekker plaatje gezien LUL :floet: maar die bestaan bij ons in :belgiesmiley: niet. Heb vanmorgen met de eigenaar van KEN' Trading gesproken en het probleem zou hier op de radio opgeblazen zijn.

Het hangt er helemaal vanaf wat de local LTO chief besluit om te doen en de nu dienstdoende chief LTO Dumaguete is bang en daarom inplement hij de EO 156 bij de letter.

Maar als je naar Bais of Bayawan gaat voor de vernieuwing dan kan het wel, maar dan moet je de smoketest ook daar laten doen.

Zelfs Ramos die naar Hafna Bohol werd "gedeporteerd" heeft er geen probleem mee en hij kan dat ook doen voor de handelaren voor die wagens die werden geimporteerd na 1 January 2007. De man woont nog steeds in Dumaguete.

In Dumaguete hebben ze nog steeds geen stickers terwijl ze die wel hebben in Bayawan en Bais.

Voor mijn wagens geen probleem inculsief de Y plate. 

Hij beweerde vervolgens dat het hier om SUV's gaat en NIET om easy-rides, buses en trucks.

Het probleem begon toendertijd met de Honda Philippines en dat ging toen ook om de Honda Jazz of zoiets.

Sedert de registratie's gecomputeriseerd zijn kan je in principe in iedere LTO vernieuwen.

Dat was jaren geleden, correct, maar ik heb het een jaar of 5 gedaan tot...zie hieronder..........

Geen enkel probleem want je betaalt alleen 100 peso extra voor de "EERSTE NIEUWE" registratie in het betreffende LTO office ....ik heb het jaren gedaan via de vrouw van de timmerman die in Bayawan op de LTO werkt en geen enkel probleem.....maar nu MOET je ook de smoketest doen in dezelfde plaats waar je de registration doet, dus heeft het voor mij geen zin meer om helemaal naar Bayawan te rijden.

Ramos in Dumaguete wilde mijn KIA niet als camouflage registreren zonder toestemming van de Armed Forces of da Philippines.....Bayawan....NO PROBLEM...... :happy: :happy: :happy:

Inderdaad Honda Fit maar in onderdelen als "surplus"ingevoerd van Japan dan hier weer gemonteerd met stuurwiel links dan wel....daar is waar het schoentje wrong voor Honda . Diverse ongelukken met slechtomgebouwde honda's fit  wat de merknaam "honda" bezoedelde en hun reputatie ondermijnde. (lees , flinke hap uit de verkoop  :floet: )
  Nu wil men blijkbaar een lijn trekken en willen ze alle surplus gaan verbieden...maar of ze de soep zo heet kunnen uitlepelen als ze ze willen serveren staat op een ander blad. Er is nog wel een verschil tussen surplus en scrap.  Surplus zijn complete wagens die worden ingevoerd die al dan niet van een links stuur worden voorzien. Scrap zijn de wagens die zijn opgebouwd uit delen (doorgezaagd chassis etc.)
Merkwaardig is natuurlijk dat die ingevoerde bussen, zelfgemaakte jeeps, tricycles en andere barrels  stukken minder zijn maar wel mogen  rijden.
De drijfveer achter het verbieden van surplus is, en dat zal niemand verbazen, $$$$$$.
Niet voor niets was er kortgeleden een plan opgedoken om alle 10 jaar en oudere auto's te verbieden om de economie op te krikken.

Merkwaardig is natuurlijk dat die ingevoerde bussen, zelfgemaakte jeeps, tricycles en andere barrels  stukken minder zijn maar wel mogen  rijden.
De drijfveer achter het verbieden van surplus is, en dat zal niemand verbazen, $$$$$$.
Niet voor niets was er kortgeleden een plan opgedoken om alle 10 jaar en oudere auto's te verbieden om de economie op te krikken.

Je mag hier een custom wagen bouwen en je kan daar een inschrijving voor krijgen , allemaal wettelijk ....maar deze regel hebben ze verwrongen om surplus voertuigen binnen te smokkelen....de tax op onderdelen is heel gering

MANILA - A losing bidder in the license plate standardization program has raised a howl over alleged irregularities in the bidding of the government's P3.8-billion project.

The company, Marianing & Sons Development Corp., in a series of letters to government officials, some of which even reached Malacañang, has questioned the splitting of the project — after the first bid invitation — into two components, which the company alleged was done to accommodate a "financially incapable" bidder.

"A minute and microscopic scrutiny of these General Bid Bulletins would now readily reveal that these were drawn out and formulated by the BAC (Bids and Awards Committee) to suit a particular bidder to be favored to win and eventually bag the award of the contract," lawyer Leo Romero, who represents the losing bidder, said in a letter to Transportation and Communications Secretary Joseph Emilio Abaya dated Aug. 1.

The letter was the most recent one sent out by Romero to Abaya. Copies of the same letter were sent to President Aquino, the Office of the Ombudsman, and the Commission on Audit.

In an interview with The STAR on Tuesday, Romero tagged the action of the DOTC's Bids and Awards Committee in splitting the project supposedly without re-advertisement as "illegal."

"Some people in the bureaucracy are nurturing and fostering a culture of criminal impunity," Romero said.

In the Aug. 1 letter, Romero sought an investigation "to pinpoint culpability in order that the appropriate administrative and criminal actions can be instituted against the identified responsible parties."

"The failure and refusal to act on this matter by your Honorable Office may be perceived as one that condones and overlooks the unlawful actions of the BAC. Worse, the inordinate delay and continuing inaction of your Honorable Office may be interpreted by some quarters as a direct participation in this unlawful enterprise," Romero told Abaya.

Dutch company JKG

The winning bidder in the contract is a Dutch company, J. Knieriem B.V. Goes (JKG), whose net income in 2011 was only 215,068 euros, Romero alleged.

Citing a financial document in 2011, Romero alleged that the company only has 45 employees.

"How can a company that small undertake a government project this huge?" Romero said.

He said the firm could not have satisfied the requirement that a contractor must have undertaken contracts in the past worth at least 50 percent of the project cost and a single contract equivalent to at least 20 percent of the current project.

"That is even assuming all the contracts undertaken by the Dutch company were all similar to this plate standardization project in the Philippines," Romero said.

Standard plates with security features

Under the plate standardization program, the new vehicles plates will have bar codes among other security features.

These features will include the plate number, engine number, chassis number, serial number, number of plate locks, and the third plate sticker.

In past interviews, executives of the Land Transportation Office (LTO) said the new plates would be installed through one-way metal screws that are said to make the plates permanently attached to the vehicles.

For public utility vehicles, the new plates will even state the routes to address the problem of "colorum" vehicles or those either plying outside their routes or without franchises.

LTO officials had also said the new plates would also state the region where the license plate was issued.

P3.8-B project divided into two lots

The DOTC-BAC published the invitation to bid for the supply and delivery of the new plates last Feb. 22, indicating the amount of P3,851,600,100 as the approved budget for the contract.

But the invitation to bid was amended through General Bid Bulletin No. 003-2013 dated March 6, 2013.

Under this, the project was divided into two "lots." The first one was for motor vehicle plates (5,236,439 pairs of plates amounting to P2,356,397,550). The second lot was for motorcycle plates (9,968,017 plates for motorcycles worth P1,495,202,550).

In a letter to DOTC Undersecretary Jose Perpetuo Lotilla, chairman of the BAC, dated April 1, 2013, Romero manifested his client's "most serious and well-founded reservations and apprehensions on the regularity, validity and legality of the public bidding of the project."

Romero cited the Implementing Rules and Regulations (IRR) of Republic Act 9184 that requires the re-publication of the invitation to bid for the splitting into lots regular.

Romero also wrote to lawyer Dennis Santiago, executive director of the Government Procurement Policy Board, on April 26 to seek clarification on the matter.

Romero argued that "the non-disclosure of the ABC (approved budget for contract) for the two lots in the published Invitation to Bid, Instruction to Bidders and the Bid Data Sheet contravenes the policy of transparency, objectivity and non-discretionary criteria established under Republic Act 984 and its Revised IRR."

"Thus, although it may appear that there is still no evidence of collusion or that the conditions imposed by the BAC are to be made as the basis of a fraudulent award, it cannot be gainsaid that General Bid Bulletin No. 003-2013 was arbitrarily issued and the entire bidding procedure did not comply with Republic Act 9184 and its Revised IRR," Romero said.

'Re-publication needed'

The lawyer said a single project subject of bid invitation could not be divided into two lots through "the simple expedience of issuing a General Bid Bulletin."

Romero then said the bid invitation should be withdrawn and declared by the BAC as a "failure of bidding."

But Santiago responded and issued an opinion that the action of the BAC in dividing the project was in accordance with the law.

"We are of the view that it is not necessary for the DOTC to re-advertise the revised IB (Invitation to Bid) for the project, as the original IB that was advertised already provided necessary and relevant information that would sufficiently notify the public of the procurement opportunity, including the relevant components and the corresponding ABCs for each of these components; and the Bid Bulletins issued thereafter merely set to clarify that the DOTC intends to receive offers for each of the two components of the LTO MV Plate Standardization Program," he said.

"Clarifications or modifications to the bidding documents through the issuance of Supplemental/Bid Bulletins by the procuring entity are sanctioned by the procurement law and the associated rules and regulations without need of further re-advertisement of the IB," Santiago said in a letter to Romero dated June 11.

However, Romero said that since it was a question of policy, Santiago should not have issued the opinion on behalf of the whole board.

"The entire membership of the GPPB should have signed that," Romero said.

GPPB resolution

Romero also found a resolution issued by the GPPB back in April 2005, which he said mandates the re-publication.

The GPPB's Resolution No. 07-2005 (Providing for the Rules on Adjustments in the Approved Budget for the Contract) states: "Upon re-adjustment of the ABC, the procuring entity must conduct re-bidding with re-advertisement /posting. Any succeeding adjustments of the ABC shall be in accordance with these guidelines."

"What was abominable and reprehensible was for both the DOTC-BAC and Atty. Dennis Santiago... to issue a contrary opinion when they had full and unmitigated knowledge of GPPB Resolution No. 07-2005. From this circumstance alone, one can safely surmise that there was a concerted effort to cause irreparable damage and loss to the government due to a nefarious and immoral consideration," Romero alleged.

In an earlier letter to Abaya dated July 8, Romero said, "The BAC was earnestly praying and incessantly knocking at the gates of hell that no one will get wind of the GPPB Resolution No.07-2005 in order that it can proceed with criminal impunity."

Romero said the presumption of the "regular performance of official duties" by the DOTC- BAC that it can divide the project into two without re-advertisement "has been contradicted and overcome by insurmountable evidence as shown by the pertinent provisions of the GPPB Resolution No. 07-2005."

"From the above, we can solely give meaning to the actuations of the BAC that it is proceeding on a nefarious consideration which undoubtedly will result in the plunder of government funds, the betrayal of public service and not the probity, honesty and integrity that are embodiments of a 'public trust,'" Romero said.

A copy of the same letter was given to President Aquino.

In the letter, Romero asked Abaya to withhold his signature or approval of any recommendation by the DOTC-BAC. He also asked the DOTC secretary to reject any and all bids and declare a failure of bidding.

MANILA, Philippines - New license plates for motor vehicles and motorcycles is expected to be ready by September, according to the Department of Transportation and Communications.

This after the DOTC awarded the 5-year contract for the supply of motor vehicle license plates and motorcycle plates to the joint venture of J. Knieriem B.V. Goes and Power Plates Development Concepts, Inc., amid some complaints made by losing and disqualified bidders.

In a statement, DOTC spokesperson Michael Arthur Sagcal said the joint committee from the DOTC and Land Transportation Office (LTO) will finalize the supply contracts within the next 10 days.

The consortium will have 30 days to deliver the license plates to the LTO.

"The public can start enjoying the benefits of cutting-edge standardized license plates before the end of September. They need not wait much longer," he said.

The license plates will have a new design. The motor vehicle plates will now have a 3-letter, 4-number combination, while motorcycle plates will have a 2-letter, 5-number combination. At present, MV plates show 3 letters and 3 numbers, while motorcycle plates have 2 letters and 4 numbers.

The private vehicle plates will also come in a black-and-white design, with a look similar to those in Singapore and part of Europe.

The plates will also have multiple security features, which will prevent tampering, theft, and falsification of license plates, mitigating carnapping, colorum, and smuggling practices.

These security features include:

Laser-etched bar codes containing selective data inputs which will allow data verification with the LTO;

Reflective sheeting material, which will allow license plate visibility even from wide-entrance angles and up to a distance of 100 feet, for both daytime and nighttime; and

Anodized bolt head screws and nuts with serial numbers, which will prevent tampering and removal of the license plates from the vehicle bodies once installed.

As for the issues raised by losing bidders, the DOTC said it has already addressed these issues.

"What matters is that the DOTC conducted an open, fair, and transparent bidding in accordance with procurement laws," Sagcal said.

THE Land Transportation Office (LTO) is set to issue by next month modern license plates containing several advanced security features and a new alphanumeric design, the Department of Transportation and Communications (DOTC) said Tuesday.

"The public can start enjoying the benefits of cutting-edge standardized license plates before the end of September. They need not wait much longer," said DOTC spokesperson Michael Arthur Sagcal.

The five-year contract for the supply of motor vehicle (MV) license plates, amounting to around P1.989-billion, and the supply of motorcycle (MC) license plates, amounting to around P 1.196-billion, have been awarded to the joint venture of J. Knieriem B.V. Goes and Power Plates Development Concepts, Inc.

DOTC will have 10 days to finalize the supply contracts, after which a Notice to Proceed will be issued to the winning bidder, Sagcal said.

The consortium will then have 30 days to deliver the license plates to LTO.

This means that by the end of September, vehicle owners will begin receiving plates with new alphanumeric designs, the DOTC spokesperson said.

The motor vehicle plates will now have a three-letter, four-number combination, and the motorcycle plates will have a two-letter, five-number combination. The private vehicle plates will also come in a black-and-white design, with a look similar to those in more advanced countries such as Singapore and parts of Europe.

The latest technology adopted has multiple security features including: laser-etched bar codes containing selective data inputs which will allow data verification with LTO; and reflective sheeting material, which will allow license plate visibility even from wide-entrance angles and up to a distance of 100 feet, for both daytime and nighttime. This will have security images which cannot be removed by any known method without damaging the sheeting.

The new plates will also contain anodized bolt head screws and nuts with serial numbers, which will prevent tampering and removal of the license plates from the vehicle bodies once installed.

"The new security features will promote safety and reliability in accordance with international quality standards," Sagcal added.

"They will prevent the tampering, theft, and falsification of license plates, mitigating carnapping, colorum, and smuggling practices."

With respect to various issues raised by losing bidders and other interested parties in connection with the bidding out of this project, Sagcal said DOTC has already satisfactorily addressed their questions.

"What matters is that DOTC conducted an open, fair, and transparent bidding in accordance with procurement laws," he stressed. (SDR/Sunnex)

MANILA -- The Department of Transportation and Communications (DOTC) will issue new motor vehicle (MV) and motorcycle (MC) license plates in late April as a measure not only to promote road safety, but also to help ease traffic congestion.

"The security features of the new plates will help weed out colorum vehicles from the roads, which will better assure the safety of the riding public. They will also help in reducing the anticipated traffic in Metro Manila. Of course, these features will also enable authorities to enforce criminal and traffic laws more effectively," said DOTC Secretary Jun Abaya.

The DOTC has given the signal to proceed to PPI-JKG Philippines, Inc., which won the public bidding last year for the 5-year contract to supply 5,236,439 pairs of MV plates, and 9,968,017 pairs of MC plates, to the Land Transportation Office (LTO).

With these new standardized plates, the 9 different plate designs currently in use since 1981 will be eventually phased-out. Furthermore, private MV plates will sport a new black-and-white design, similar to those in use in most countries around the world.

"For hire' or PUV plates will retain the black-and-yellow scheme.

The LTO will start releasing the new license plates beginning in April this year, as PPI-JKG will need one-and-a-half months to manufacture the first set of plates, which will then be distributed to LTO district offices nationwide.

The new plates will have tamper-resistant locks and screws which will permanently attach the plates to the vehicle, preventing the transfer of the plate from one vehicle to another, which is commonly done in perpetrating crimes such as carnapping and in operating "colorum" PUVs.

A "third plate" windshield sticker will replace the current sticker which is renewed during annual registration, and will indicate the vehicle's license plate number.

For PUVs, the 'third plate' will also indicate the vehicle's authorized route, preventing out-of-line "colorum" operations and plate tampering.

With these new security features, it will be easier for the LTO, Land Transportation and Franchising Board (LTFRB), and other law enforcement agencies to weed out "colorum" vehicles roads, easing traffic congestion.

An estimated one thousand units of "colorum" buses are believed to be plying EDSA on a daily basis.

Among the other anti-colorum efforts of the DOTC, LTFRB, and LTO are the possible imposition of stiffer penalties for colorum operators, including a P 1-Million fine, as well as the use of technology to zero-in on violators.

Last year, the LTFRB also launched its Oplan Goliath campaign to apprehend unauthorized PUV services on the road.

Als de nummerplaten door LTO even snel worden afgeleverd als de stickers die ze jaarlijks beschikbaar stellen 8 of 9 maanden nadat deze zijn betaald zal het wel 25 jaar duren.

Maar het zal wel hetzelfde verhaal worden als met de helmen, rookverbod, plastiek zakjes in de supermarkt, verbod op tricycles op de highway enz.. :floet:

Nu zou Chief Ramos terugkomen....die was eerst naar Jagna Bohol  overgeplaatst omdat hij de helmenwet strict wou toepassen......(of misschien doodsbedreigingen gehad?.......... :lachen: :lachen: :weetikniet: :weetikniet:)

Waarom je druk maken over een stikkertje van 5p ? (althans, dat kost ie hier). Stempeltje op je bonnetje zo van : sticker not available etc.etc. en  :thankyoufw5: en  :benweg:

Deze man (Ramos) kreeg een jaar of twaalf geleden een handgranaat door zijn raam maar niemand was in die kamer op dat moment............. :lachen: :lachen:

Ja, in principe heeft u natuurlijk gelijk....maar als je hier door zo'n Klootviool op een highway checkpoint wordt gestopt en ze mogen je gezicht niet dan gaan ze altijd moeilijk doen...zoals in het verleden in Sibulan...ik zag ze al grinniken aan de andere kant van de weg:

"Joe...good afternoon....your drivers license and registration please.....aha...no helmet sir?...that's 50 pesos fine sir....ahhhh...camouflage bike? Not allowed Joe...allowed for da military only...haha..."

Als wij te laat zijn met de jaarlijkse vernieuwing van de registration dan krijgen we wel een boete....maar je betaalt wel 4000+pesos voor de registration om later pas te horen dat de feitelijke O.R. niet mag worden afgegeven omdat er geen stickers uit Manila zijn aangekomen............. :negatief: :negatief: :negatief:
