Taxis banned at NAIA Terminal 3

IN an effort to protect arriving passengers from falling prey to unscrupulous taxi drivers, Manila International Airport Authority (MIAA) general manager ret. Gen. Jose Angel Honrado has ordered NAIA Terminal 3 manager Octavio Lina to prohibit regular taxis from queueing at the departure level of the terminal and from picking up arriving passengers as well.

The move came after a video uploaded on YouTube complaining about the airport management's refusal to allow passengers to take regular taxi cabs has gone viral garnering close to 50,000 hits since it was uploaded last Sunday, July 28, 2013. 

Posted by a certain Nityalila Saula, the video, which ran for eight minutes, showed arriving passengers being prevented by airport security guards from exiting the NAIA Terminal 3 Departure Level to get a regular taxi cab.  In the same video, passengers were seen complaining to the security guards why they were not allowed to get the regular cabs which offer much cheaper rates than the airport accredited "yellow cabs."

Lina said the airport management has received countless complaints from passengers who have been victimized by abusive taxi drivers who prey on hapless passengers. The complaints, he said, ranged from fare padding, fare contracting, trip cutting, lost luggage and even holdups.

"We will only allow them to drop off departing passengers," said Lina, as he stressed that the airport management has no control over the regular taxis that pick up passengers at the terminal, so that the authority has decided to no longer allow the regular cabs from picking up passengers at the departure level. 

Lina also said that while getting accredited airport taxis or yellow cabs costs more than the regular ones, passengers will have a much safer riding experience as each passenger that hails a cab there will be logged in by the airport security staff for safety and record purposes.

This way, Lina said, it is much easier for them to track down abusive drivers and even belongings that are left behind the taxis as the name of the cab and its driver along with the passenger and destination are duly recorded by airport personnel.

"Taking the accredited airport cabs is a lot safer for the passengers as the drivers cannot pad the fare aside from the one posted on the meter. Should anyone be victimized by any driver, it would be very easy to track him down and file charges against him.  Even left behind luggage are easily traced and returned to their rightful owners. Passengers just have to pay slightly higher for these accredited cabs," Lina added.

NAIA-3: Passengers discouraged, not banned, from taking regular taxis

NAIA Terminal 3 management has clarified that they discourage, but do not ban, passengers from taking regular metered taxis.

The clarification was issued after a group of passengers complained that guards had blocked the exit gate to the regular taxi loading bay on Sunday.

According to Engr. Octavio Lina, NAIA-3 general manager, they only discouraged passengers from riding regular metered taxis, as they received complaints of hold-ups and taxi drivers negotiating their fares.

"Kaya nga mayroon tayong accredited taxi rito kasi kung talagang open kamukha rito sa departure, talagang medyo mahihirapan talaga tayo magdisiplina ng mga driver na yun," Lina said in a report on GMA News TV's News to Go on Wednesday.

"At least kung accredited yan, kaya nating kaagad disiplinahin, ibato natin doon sa operator, o itong driver na ito marami na kaming nakuhang reklamo rito ito yung mga records namin," Lina continued.

Dakila Philippines member Nityalila Saulo said that upon arrival at Terminal 3 on July 28, airplane passengers discovered that guards had blocked the upper level exit gate.

This was the only area where people could get to the the loading bay for regular metered taxis. With the exit blocked, passengers were forced to ride the more expensive airport taxis.

The guards on duty said they were simply following orders to implement the new policy, which had been going on for three days.

When Saulo arrived, some 20 to 30 people were speaking with the guard on duty, demanding an explanation for the policy.

"You have all the right, you have all the freedom to choose. Not all people can afford and not all people who took the plane are that rich enough to just close their eyes and pay the amount of the yellow taxi downstairs," said Dakila member Raymond Domingo, who had been waiting for about 25 minutes when he was interviewed in a video by Saulo.

Domingo said the policy limited the options for people, who may not have enough money for the airport taxi.

After about an hour, the passengers signed a petition and filed a formal complaint against the Terminal 3 management. The passengers were then allowed to exit, and were able to ride regular metered taxis at the Departure Area Loading Bay. – Carmela G. Lapeña/RSJ, GMA News

Dan ook nog laten uitschijnen alsof ze de passagiers willen beschermen .....Die acredited airporttaxis is de grootste afzetterij van de luchthavens na de terminal fee......Weinig toerisme in de  :smiley-philippines: tiens tiens waar zou dat aan liggen.  :floet:
Alles gaat, zelfs kiekens gaan en die hebben hun knieën vanachter .
Het komt er niet op aan WAT je kent maar WIE je kent.

En het wordt alleen maar erger. Kon men in het verleden nog gewoon de straat oversteken via de carpark en naar Mc.Donalds lopen om een reguliere Taxi te nemen, ook dat is nu verhinderd door hekwerk te plaatsen langs de Parking. Nog steeds kun je lopen maar dan wel een heel eind om.
Alles wordt er aan gedaan om je te verhinderen een reguliere Taxi te nemen. De volgende keer eem ik gewoon de "Dure" Taxi en zeg dat ik naar Mc.Donald moet aan de overkant dus. Wat zullen ze de smoor in hebben.

Ik probeer tegenwoordig me te laten afhalen , mijn schoonzus woont daar en heb daar ook nog enkele vrienden ....Die hele luchthaven afzetterij ben ik kotsmoe.... Trouwens als Buitenlander bgen je echt blootgesteld aan allerhande afzetterij, zeker als je er de eerste maal komt.
