belgium papers

would like to ask around here regarding papers for belgium.

me and my husband wants to do the belgium route but what for reason of purpose i need to say to the belgium embassy that i want to legalize our papers coz my husband is from holland and im from philippines. we were denied for mvv last year which was frustrating after doing and preparing all the papers and it is very unfair. and now we try to do the belgium. can someone pls help us with some information what to do?
