Problemen met printen Filipijnse rijbewijzen

Nog steeds wachtende op nieuwe nummerplaten die jaren geleden betaald zijn maar nog steeds niet geleverd zijn is nu het Filipijnse rijbewijs aan de beurt.

In 2022 had de LTO een probleem met de kaartprinters van de rijbewijzen waardoor er een flinke achterstand in het printen ontstond.

Maar sinds april 2023 kunnen helemaal geen officiele rijbewijskaartjes worden geprint. Er blijkt (wederom) een probleem te zijn met de aanbesteding van de kaartjes. De aanbesteding door de LTO is gestopt door het Department of Transportation (DOTr) omdat de order te groot is en het departement het zelf wil doen.    Men wist al in januari 2023 dat in april 2023 de kaartjes op zouden raken.

Omdat er geen cards zijn print de LTO nu voorlopige rijbewijzen op papier uit en/of kwitanties met een QR code.

Eergisteren nog even geinformeerd bij de LTO en men zei dat het wel tot volgend jaar kan duren voordat men kaartjes heeft. En reken er maar op dat de enorme achterstand problemen gaat geven.

Hoe het moet met degenen die in het buitenland een officieel Filipijns rijbewijs nodig hebben of willen omwisselen weet ik niet.

Court stops Jaime Bautista, LTO from awarding P240-M driver's license deal to winning bidder

Delays in the issuance of driver's licenses are seen to persist after a Quezon City court stopped Transportation Secretary Jaime Bautista and officials of the Land Transportation Office (LTO) from awarding the P240.12-million supply contract for plastic cards to the winning bidder.

Quezon City Regional Trial Court Branch 215 Presiding Judge Rafael G. Hipolito issued a temporary restraining order (TRO) in favor of AllCard Inc. owned by businesswoman Allieta Cue, which failed to win the contract.

In its petition, AllCard accused DOTr's Centralized Bids and Awards Committee of committing "grave abuse of discretion" by disqualifying the company from bidding for the supply deal despite offering the lowest bid at P176.8 million, well below the P240.12 million approved budget for the licenses.

DOTr and LTO reportedly gave weight to allegations regarding the supposed delays in AllCard's ongoing contracts with the Bangko Sentral ng Pilipinas (BSP), the Social Security System, and the Land Bank of the Philippines.

"Witness asserted that the deficiencies cited in the correspondences made by the concerned government agencies were merely taken on face value and were never verified," the complaint read, adding that they were not furnished with a copy of the supposed feedback from the BSP.

Delays in license production can be traced to Bautista's earlier order to centralize all procurement contracts to the Department of Transportation's central office, rather than the usual practice of leaving such purchases to the LTO. This left first-time drivers and renewed licenses with IDs printed on bond paper rather than the durable plastic cards.

The judge found several irregularities as raised by AllCard, noting that the DOTr also issued a notice of award to Banner Plasticard "even before the lapse of the period to file a protest.

"This case unfortunately reeks with unfairness or injustice to the petitioner who was clearly deprived of its right to due process, and deserving judicial intervention," the judge said.

"When there seems to be less than full transparency on the part of the LTO by failing to fully disclose why petitioner should be considered guilty of delay for at least 10% of the contract price of its project with BSP and deserving to be considered with unsatisfactory performance."

A hearing for the issuance of a preliminary injunction is set on August 22, 2023.
