EU lifts air ban on Cebu Pacific

MANILA, Philippines — The European Union (EU) formally announced Thursday the lifting of the air ban on Cebu Pacific Airlines to Europe.
Dr. Julian Vassallo, Charge d' Affaires of the EU Delegation to the Philippines, said in a press conference Thursday that the ban was being lifted because of improved airline security and safety.
"The decision of the European Commission to lift the ban on Cebu Pacific shows the ability of Philippine authorities and business to work with the EU to raise standards and create economic opportunity," Julian Vassallo, Chargé d'affaires at the Delegation of the EU to the Philippines, said.
"Having demonstrated their commitment and capacity to adhere to international standards, we heartily welcome Cebu Pacific to European skies," Vassallo said.

The EU lifted the flight ban to Europe for Philippine Airlines (PAL) last July 2013, nine months earlier.

Foreign airlines moving to NAIA 3 in Aug

MANILA, Philippines - Five foreign airlines are scheduled to transfer their operations to the Ninoy Aquino International Airport terminal 3 (NAIA3) in August upon the completion of the ongoing P1.9 billion retrofitting and rehabilitation project, the Department of Transportation and Communications (DOTC) said.

DOTC undersecretary Jose Perpetuo Lotilla said foreign airlines expected to move to NAIA3 in August include Singapore Airlines, Cathay Pacific, Emirates, KLM, and Delta Airlines.

With the transfer of five foreign airlines, he said the number of foreign airlines operating in NAIA3 would increase to six as All Nippon Airways (ANA) is already operating in the terminal.

"They (airlines) have to do a lot of things such as construction of lounges and offices. I think they will transfer around August," he stressed.

Lotilla revealed that the P1.9 billion rehabilitation of NAIA3 being undertaken by the Takenaka Corp. of Japan is already 62 percent complete.

He pointed out that the project is expected to be completed in July ahead of the August schedule.

The rehabilitation works at NAIA3 include baggage handling, flight information displays, computer terminals, gate coordination, and fire protection systems, among others to allow a faster and more pleasant experience for passengers flying in and out of Manila.

The objective of the rehabilitation of both NAIA1 and NAIA3 is to bring NAIA1 back to its design capacity of around four to 4.5 million from the current eight million.

"We will be reducing the number of users of NAIA1 from the present eight million so it will now be back to its rated capacity of 4.5 million," Lotilla said.

He added that the P1.3 billion rehabilitation of NAIA1 being undertaken by construction giant DM Consunji Inc. (DMCI) is expected to be completed as scheduled in January next year in time for the Asia Pacific Economic Cooperation (APEC) Summit.

Based on latest data from the Manila International Airport Authority (MIAA), the number of domestic and international passengers increased 3.1 percent to 32.865 million last year from 31.877 million in 2012.

The number of arriving and departing domestic passengers at NAIA slipped slightly to 17.689 million from 17.738 million due to several flight cancellations due to weather disturbances led by Super Typhoon Yolanda that battered provinces in the Visayas last Nov. 8.

On the other hand, international passenger traffic reached 15.176 million last year or 7.3 percent higher compared to 14.14 million in 2012 as the number of international flights increased 9.9 percent to 87,629 from 79,685.

Wall St. Cheat Sheet, a United States financial media company, has ranked NAIA eighth among the 10 Worst Airports in the World, citing overcapacity issues in terminals 1 and 3.

According to the report posted online, the 10 worst airports are known for their "smelly bathrooms, long lines and rude staff." It described NAIA's terminals 1 and 3 as "particularly crammed."

The DOTC is looking at putting into operation a new international airport by 2027 with the joint development of NAIA in Manila and the Clark International Airport in Pampanga as a study by the Japan International Cooperation Agency (JICA) showed that the number of passengers in Greater Capital Region would hit 106.7 million by 2040 from 31.88 million in 2012.

Airlines losing P7 billion due to congested airport

MANILA, Philippines–Not just passengers' frayed nerves but the bottom lines of airlines operating in the country's premier gateway are also suffering from the horrors of air traffic congestion.
The airlines have been incurring losses of more that P7 billion a year from the massive fuel expense because of the worsening congestion at Ninoy Aquino International Airport (Naia), said deputy director general John Andrews of the Civil Aviation Authority of the Philippines (CAAP).
Planes unable to immediately land, for example, would need to burn extra amounts of fuel, he said.
Andrews estimated that about 200,000 to 400,000 kilograms in additional fuel are expended as a result of the congestion, or P10 million to P20 million a day, by the airlines.
Airlines incur close to P3.7 billion a year in added fuel expenses and lose another P3.7 billion from "engine costs and cost of aircraft time," he said.
For this reason, the airlines are supporting a plan to construct a second parallel runway for Naia, where capacity at its sole primary runway has been struggling to keep up with increasing demand for air travel, Andrews said.
According to Andrews, the second runway, at about 2,300-meters long, is shorter than the 3,400-meters primary runway. But its completion will allow a 50 percent increase in take-off and landing events to 60 per hour from the existing 40, he said. It is estimated to cost P2 billion.
"I think I have already convinced Department of Transportation and Communications (DOTC) Secretary [Joseph Abaya] that this is the only option available to us," Andrews said.
Abaya earlier said that a key issue was the expropriation of land, involving about 600 homes of squatters and private homeowners, but Andrews said this would not be a major issue for the government.
"This can easily be done with the proper political will," he said.
Andrews said CAAP did not expect that there would be any compliance issues with international air safety bodies like the International Civil Aviation Organization (ICAO).
"It is already ICAO compliant. There are no major problems or issues we cannot mitigate," said Andrews, who was part of the team that played a key role in getting Philippine air safety upgrades from the United States and Europe.
Abaya had said in a previous interview that he supported a second parallel runway in Naia as it would be a faster fix than long-term proposals, which include building a new international airport.
San Miguel Corp., a part owner of flag carrier Philippine Airlines, and the Japan International Cooperation Agency (Jica) are looking at possible locations in the Manila Bay and Sangley Point, Cavite, respectively, to build a new $10-billion air gateway designed with four runways on reclaimed land.
Abaya said it was unlikely for any new international airport serving Manila to start construction by the time President Aquino steps down in 2016.
