Laguindingan airport ready to take dawn, night flights

MORE navigational equipment have already been installed at Laguindingan Airport which are now operational but the Civil Aviation Authority of the Philippines (Caap) will not yet use these until they are declared ready for use by technical experts.

Laguindingan airport manager Engr. Jose G. Budiongan said all the instruments needed for dawn and night flights had been completed in October.

The installation is complete, but they are yet to be commissioned," Budiongan told Sun.Star Cagayan de Oro Tuesday.

He said a safety oversight team from Caap's Air Navigation System in Manila is currently checking all the navigational instruments to rectify any possible errors to ensure the safety of aircrafts arriving and departing at Laguindingan.

After the verification, he said Caap director general William Hotchkiss will then issue a memorandum approving dawn and night flights at Laguindingan.

Budiongan said once the circular is issued, it is now up to the airlines if they will cater to these extra flights.

Among the equipment that are undergoing inspection and verification are the various lights (runway, ramp, taxiway, approach, beacon and apron lighting system), Precision Approach Path Indicator, Instrument Landing System (ILS), and the Very High Omni-range/Distance Measuring Equipment (VOR/DME).

The VOR/DME will provide the accurate positioning of aircrafts, including their location and distance, while still in the air.

Previously, Budiongan said they relied on the VOR/DME for the final approach of airplanes at Lumbia Airport, but not anymore recently since Laguindingan airport already has its own.

Safety oversight group

He said another safety oversight group is expected to arrive today, November 5, to double check on all the inspection conducted by the first team.

Also to arrive today is a team from the Air Traffic Service (ATS) division of Caap to train Laguindingan Airport's controllers, especially on night flight operations.

"[These] controllers, who are rated in performance-based navigation to handle such procedures [will] train our airport controllers of these procedures," Bodiongan said.

This latest development would allay apprehensions from various sectors, especially the business community, and even the city's second district Representative Rufus Rodriguez, who filed a House Resolution recently to conduct an inquiry into the Laguindingan airport's delay in the installation of the "appropriate and necessary safety navigational instruments making the airport unable to accommodate night flights."

Losses of P20-M daily

Rodriguez said "these flight cancellations and the delays in the installation of the necessary equipment are causing losses to businesses in Cagayan de Oro to the tune of around P20 million daily."

Using a Caap data, he said that from January 10 to 22, 2014, some 304 commercial flights or 56 percent of 546 scheduled flights were cancelled due to limited visibility.

According to airline source, Rodriguez said: "the cost of a round trip flight from Manila to Cagayan de Oro and back is conservatively at P1.5 million which means that airlines lost around P31.5 million a day when all 21 scheduled flights at Laguindingan were cancelled."

But Budiongan said with the needed equipment in place, they can assure airline companies of flights any time of the day.

"If airlines would demand a 24/7 operation, we can do that," he said.

Caap confirmation

Transportation and Communication Secretary Joseph Emilio Abaya told Sunnex Tuesday that his office and CAAP will conduct a joint inspection this week of the airport to double-check on any possible system defects before the new systems are used.

"We are happy to announce that the Laguindingan airport is now equipped for night landing operations. We hope to activate evening flights by the end of November in order to give the public more flight options as well as to decongest the airport during the day," he said.

CAAP will prepare the standard guidelines for arrival and departure procedures, for compliance by the airlines involved. After this, CAAP and the airlines will organize flight schedules to ensure orderly operations and prevent air traffic and terminal congestion. This will start night landing operations at the airport.

"Night flights mean more flights and more options for passengers. As the gateway to Northern Mindanao, this development will spur greater economic activity to the bustling business and tourist destinations in Cagayan de Oro, Bukidnon, Iligan, and neighboring areas," said Abaya.

The more modern Laguindingan airport was opened in June 2013 as a replacement to the older Lumbia Airport in Cagayan de Oro. While determined by experts to be safer than Lumbia despite operating only under visual flight rules until now, one issue facing Laguindingan is its passenger capacity.

Projected 2.58-M passengers by 2017

As early as 2012, Lumbia was already serving a little over 1.6 million annual passengers, which is Laguindingan's annual capacity. This issue is largely because the airport was meant to be completed way back in 2006, but was not fully executed until last year. By that time, passenger volume had boomed. Per latest studies, the airport is projected to have 2.58 million passengers by 2017.

"Due to years of delay, Laguindingan was already at capacity by the time we opened it last year. To spare future administrations from similar issues, we are incorporating an infra expansion component into the operations contract that we will bid out in December," Abaya said.

This contract is a 30 to 35-year Enhanced Operations and Maintenance (Enhanced O&M) concession, scheduled for award within the 3rd Quarter of 2015.It is meant to satisfy the projected of passengers for the next three decades, as well as to maintain the airport's facilities and services at international standards.

The Enhanced O&M's infra or civil works component will entail the development and expansion of the cargo terminal building and the runway, and the construction of a new passenger terminal building (PTB).

The project cost is computed at P 14.6-million, and will be done in three phases beginning in mid-2016. (With Sunnex)

Contact with AirAsia flight QZ8501 bound for Singapore from Surabaya lost
Indonesia air traffic control lost contact with AirAsia flight QZ8501 bound for Singapore from the Indonesian city of Surabaya on Sunday morning.

Search and rescue operations have begun, AirAsia Indonesia said in its Facebook page.
Passengers on board the Airbus A380-200 include 130 adults, 24 children and one infant, according to Indonesia media reports.

"At the present time we unfortunately have no further information regarding the status of the passengers and crew members on board, but we will keep all parties informed as more information becomes available."
The aircraft reportedly lost contact with Jakarta air traffic control at 7:24am local time, while it was flying over Kalimantan island.
Trikora Hardjo, the general manager of Indonesia's Airport Company, Angkasa Pura II, said that they are still waiting for more information.
According to Flightradar, the status of the flight QZ8501, which left Juanda International airport in Surabaya at 5:35am and was scheduled to arrive in Singapore at 8:30am, was "unknown".

Een passagiersvliegtuig van AirAsia met 155 passagiers en zeven bemanningsleden aan boord is van de radar verdwenen. Het contact met de verkeersleiding in Jakarta (Indonesië) is verbroken, bevestigde de luchtvaartmaatschappij.
Het vliegtuig met nummer AirAsia QZ8501 vloog van Surabaya in Indonesië naar Singapore. De luchtvaartmaatschappij bevestigde ondertussen op twitter dat het contact verloren is.


Volgens een verklaring die de maatschappij onder meer op facebook verspreidde waren er 155 passagiers aan boord, 138 volwassenen, 16 kinderen en een baby. Er waren ook zeven bemanningsleden op het toestel. De passagiers en crew zijn voornamelijk Indonesiërs, maar er waren ook drie Zuid-Koreanen,een Fransman, een passagier uit Singapore en iemand uit Maleisië aan boord.


Volgens een woordvoerder van het Indonesische ministerie van transport werd het contact om 6.17 uur (00.17 uur Belgische tijd) verbroken. De piloten hadden net toestemming gevraagd om een beetje van hun route af te mogen wijken omdat het in een felle storm vloog.

De Indonesische hulpdiensten hebben ondertussen een grote zoekactie opgezet, onder leiding van de Indonesische luchtvaartautoriteit, zegt AirAsia nog in zijn verklaring. 'We hebben momenteel nog geen verdere informatie over passagiers en bemanningsleden', klinkt het. De luchtvaartmaatschappij heeft een noodnummer geopend voor vrienden en verwanten van de mensen aan boord van het toestel.

Air Asia is een van de populairste lagekostenmaatschappijen in Azië. Het hoofdkwartier ligt in Maleisië.

Het lijkt erop dat de storm het toestel parten heeft gespeeld of een bliksem inslag.  :weetikniet:

Als dat zo blijkt te zijn is het in ieder geval eerder acceptabel dan dat het toestel gekaapt is of neergeschoten.
