LeyteSamarDaily, Dec 3, 2012

Tacloban City – Foreigners residing in the west side of Leyte areas and its neighboring municipalities, need not travel now to Tacloban to fix their records as the Immigration Office will open today, December 3, in Ormoc City to serve them.

Mila Repulda, alien control officer (ACO), Bureau of Immigration, said, the immigration satellite office is located Ormoc City Hall, a more convenient place to attend to the clients. She said, they put up a cubicle near the Business Permits and Licensing office to be manned by at least personnel to serve as Immigration sub-port office.

According to Repulda, this in compliance with memorandum order no. RADJR- 2012-024 by BI Commissioner, Ricardo David Jr. instituting an " Immigration Service Day" program in the Bureau of Immigration (BI) sub-port offices and providing the mechanism for the implementation thereof.

David in his order dated September 06, 2012, pointed out that this is pursuant to the rule-making power of the Commissioner of Immigration under Section 3 of Commonwealth Act No. 613 (Philippine Immigration Act of 1940), as amended, and in order to broaden the delivery of immigration services to the countryside at the least expense on the part of the Bureau.

" SECTION 1. Institution of the "Immigration Service Day" Program. — An "Immigration Service Day"  Program is hereby instituted in the Bureau of Immigration (BI) Sub-Port Offices. For this purpose, the concerned BI Sub-Ports Offices shall render and extend authorized immigration services to all concerned for at least one (1) working day every week in each of its respective service area/s identified in this Order and during major cultural/religious festival, fiesta and founding anniversary celebrations in the province, city or municipality where the BI Sub-Port Office is situated as well as those identified in this Order, said David in his memorandum order.

Recently, Commissioner David designated Atty. Marianne Hazel Badillo as immigration hearing officer in Region 8. This will allow now foreigners in the region to apply for Permanent Residence Visa and Pre-arranged Employment Visa under Sections 13-A and Sec. 9g, respectively, of the Philippine Immigration Act (PIA) of 1940, both at the BI Tacloban District Office or at the Sub-port in Ormoc City.
