Repairs on defective NAIA radar to end next week

MANILA, Philippines — The Civil Aviation Authority of the Philippines (CAAP) on Saturday said they expect the repairs on the defective Terminal Radar Data Display (TRDD) to be completed by next week.

"According to our maintenance people--the technicians who maintain the radar-- they expect it to be operational by Monday or Tuesday," said Atty. Tony Gonzales, head of CAAP's Air Traffic Service.

Gonzales said they are temporarily using the Manila Approach Terminal Radar to aid Manila controllers with air traffic control.

"'Yung bright display na nasa tower ngayon ay aid lang po yan. Kumbaga, it is desirable but not necessary in the provision of air traffic control," said Gonzales.

Gonzales clarified that the defective system is not a tower, but a terminal radar display.

"It is not a tower radar data display. It is a terminal radar data display. Maliit lang 'yung factor nito doon sa sinasabi nating safety dahil hindi naman talaga ito 'yung nire-relay basically ng isang aerodome controller. Ang isang aerodome controller, kagaya ng nasa tower, ay nagre-rely lang talaga sa kanyang nakikita niya sa eroplano within a radius of 5 nautical miles," he explained.

On Friday, sources reported that the tower radar data display has been defective since December 26. The TRDD is used by air traffic controllers to identify all aircraft that are within the 60 mile-radius of the aerodome surrounding Ninoy Aquino International Airport (NAIA).

Meanwhile, Gonzales also clarified that a 25 percent increase in flights, and not the defective equipment, contributed to the flight delays at NAIA.

"Hindi po 'yan ang cause ng delay dahil previous to this season, siguro from January to November, ang pinakamataas na na-record na landing and takeoff was only 710. Now this reached 900 this season, in December. Ibig sabihin, there was an increase of 25 percent of flights. So, 'yun ang cause ng delay hindi po 'yung sinasabing bright display na nag-bog down sa Manila Tower," he said.

Gonzales said they need to divert some flights and regulate air traffic to ease the congestion.

"Marami na po talaga ang traffic. Ibig sabihin, super congested na talaga," he said. ANC

PAL revises flight schedule for planned NAIA runway repairs

FLAG carrier Philippine Airlines (PAL) is revising some of its flight schedules to adjust to the planned seven-month partial closure of the Ninoy Aquino International Airport (Naia) due to runway repairs.

With the closure of NAIA runway 06/24 from 12:30am to 5:30 a.m. starting January 10 to August 2012, one domestic and 12 international PAL flights either departing from or arriving at the premier airport would be adjusted accordingly, said PAL spokesperson Cielo Villaluna.

The revised schedule of affected flights is as follows: PR752/753 which flies to Delhi (Del) via Bangkok (Bkk). Departures will be at 5:30 am on January 10, 12 and 14, and Bkk-Delhi, departs at 8:30 a.m.

The return flights are as follows: Del-Bkk, 12:35 pm, Bkk-Manila (Mnl), 7:15 p.m. (arriving Manila at 11:40 p.m.).

PR732/733(Manila-Bangkok-Manila—daily) Mnl-Bkk 9:30pm, Bkk-Mnl 1:35 a.m. (arriving Manl 5:55 a.m.); PR505/506 (Manila-Singapore-Manila-daily)–Mnl-Sin 9:20 p.m., Sin-Mnl 2:00 a.m. (arriving Mnl 5:35 a.m.).

PR113 (Los Angeles (Lax)-Guam-Mnl —Wednesdays and Sundays). From Lax to Guam, departure at 8:15pm; Guam-Mnl 4:00am (arriving Mnl 5:30am).

PR 466/467 (Mnl-Incheon (Icn), South Korea — daily) Mnl-Icn, departure 12:25 a.m., Icn-Mnl, departure 8:10am (arriving Mnl 11:20 a.m.)

PR 212 (Melbourne-Mnl-Mondays, Thursdays and Sundays) departure Melbourne 12:30 a.m. (arriving Mnl 5:30 a.m.); PR107/117 (Vancouver-Mnl-daily), departure Vancouver, 10:55p.m. (arriving Mnl 5:30 a.m.); and PR843 (Mnl-Cebu—Tuesdays—departure 5:30 a.m.).

All other PAL flights will follow the old published schedule.

According to Villaluna, certain flights departing from San Francisco and Los Angeles may experience some delays depending on wind conditions and the revised Manila airport schedule.

US passengers bound for Manila are still advised to check in at least two hours prior to their published departure time.

For the revised timings of departures and arrivals of early morning flights, passengers are advised to check the PAL website or call their reservations.

The Manila International Airport Authority (Miaa) will close the Naia starting at 12:20 a.m. until 5:30 a.m. to allow the construction of a rapid exit taxiway (RET) starting January 16, 2012.

The upgrading of the NAIA and runway is estimated to cost P1.16 billion in preparation to the expected increase in arrivals from the present 3.5 million to 10 million in 2016. The 30-year old NAIA has been the subject of criticisms due to congestions, poor facilities and rundown appearance.

The main runway repair and re-pavements, measuring 3,747 meters long, 60 meters wide and five-inch thick concrete, will be done between 12:30 a.m. to 4 a.m. It has a budget allocation of around P350 million and the project will be finished between six to eight months, Bautista added.

Low Cost Carrier (LCC) operators such as Cebu Pacific, AirphilExpress, ZestAir and SeaAir will also release their respective schedules of arrivals and departures.

The airport management said that if the pavement repairs on runway 06/24 has not dried or the concrete has not been cured on time, runway 13/31 will be used instead. As secondary runway, 13/31, is equipped with complete runway lighting facilities for nighttime use.

Miaa General Manager Jose Honrado said P20 million was allocated for the repairs of the 72 toilets spread around the terminal.

Out of the P1.16 billion allocation, P340 million will be used for needed structural retrofit to improve the structural integrity of the NAIA, which was found to be structurally unfit following a P10 million study last year.

"We will have to conform to the National Structural Code of the Philippines," Honrado said.

The Naia, built in 1982, was originally designed for 4.5 million passengers per year but now services some 7.3 million passengers annually.

The Miaa head said P500 million has been allocated for architectural, engineering and interior design, including the airports internal facilities. This will not only mean the replacement of worn-out interiors but also the increase of immigration booths.

The RET would cost P300 to increase capacity for arrivals and departures.

Direct flights from Korea a 'tourism breakthrough' (Bacolod/Silay)

Local officials Saturday called the arrival of direct flights from Korea to Negros Occidental until March a major breakthrough in tourism, which they hope will pave the way for more international flights landing at the Bacolod-Silay Airport soon.

Gov. Alfredo Marañon Jr. hosted a dinner on Saturday night at the provincial Capitol for airline and Korean travel officials who arrived on board the maiden ZestAir direct flight from Korea to Bacolod Saturday with 120 tourists on board, most of whom came to play golf.

It was piloted by Sunny Chan, a St. John's Institute Class '91 graduate.

This will be followed by 14 more flights arriving every Saturday and Wednesday.

Arturo Alejandrino, Zest Air director, said he hopes that these direct flights from Korea will lead to more in the future.

In December 2009 ZestAir started with two flights a week to Kalibo, Aklan, and now has 14 a week, landing there from Korea, Taipeh and China, he said.

"We would like to replicate this in Negros Occidental, which is a beautiful province with a lot to offer," Alejandrino added.

He said they were starting with golf tours to Negros Occidental but hope to expand to other tourists attractions in the province.

After Aklan, Bacolod and Negros Occidental are second on their list of tourist destinations in the region, Alejandrino said.

He said the 180—seater Zest Air planes will be initially flying in Korean tourists twice a week.

"But we hope to increase the number of flights coming in to Negros Occidental from Korea and other areas," he said.

WELCOME ACTIVITIES

Aside from the dinner at the Capitol, the Korean guests were also welcomed to the province in Silay City, and at a dinner hosted by Bacolod tour operators at L'Fisher Hotel Saturday.

"This is the best welcome we have ever received, the people of the province have been very warm," said Alejandino, who lauded the Negros officials led by Maranon and Lynn Gamboa for their support for his airline's effort to boost tourism in the province.

Kijung Hong, president of ModeTour, said he hopes that, in the future, there will be regular, not just chartered flights, from Korea to Negros Occidental.

Hong, who runs the second largest tourism firm in Korea, said that, of the 13 million Koreans who traveled abroad last year, ModeTour handled 1.1 million or about 10 percent.

He said that while Negros Occidental has many tourist attractions, golf is the main thing for Koreans.

There are 4 million Korean golfers and in the winter they try to escape to warmer places, he said.

Hong said the Koreans who arrived Saturday will stay in Negros Occidental for five days and four nights, while some may stay longer.

TOURISM ANGLE

Marañon, in his welcome speech at the dinner he hosted, said he hopes the visit of Koreans, aside from boosting the local tourism industry, would also lead to Korean investments in the province, citing the hydro power potential, and the food trade.

Negros Occidental, which already plays host to many Korean students and families, has a vast array of tourism attractions to offer, he said.

Bacolod Mayor Evelio Leonardia called the arrival of the ZestAir chartered flights from Korean a breakthrough for local tourism.

"We have wished for this for so long, it literally connects us to the rest of the rest of the world," he said.

"Bacolod's economic progress is on the roll, this will accelerate things for us," he said.

"Progress begets progress, more tourists will bring in more tourists," Leonardia, a former Tourism Department official, said.

He called on Bacoleños to be united in welcoming the Korean tourists so they will keep coming back.

"Let us make them feel safe, secure and at home in Bacolod," he said, as he called on the city's taxi drivers, waiters and the public to give special attention and care to tourists visiting the city.

Leonardia turned over the symbolic key of the city to Hong to welcome the Koreans to Bacolod.

Silay Mayor Jose Montelibano, whose welcome activities in Silay were lauded by the Koreans, said he hopes this tourism breakthrough will continue.*CPG

NAIA Terminal 1 to undergo P1.16-B makeover

The Manila International Airport Authority (MIAA) has set aside P1.16 billion to refurbish the oft-criticized 35-year-old Ninoy Aquino International Airport (NAIA) Terminal 1, said MIAA general manager Jose Angel Honrado.

In a statement, Honrado said that the refurbishment will begin Jan. 16, with the escalators connecting the arrival and departure halls being removed to allow more passenger movement.

The make over will take at least 18 months to complete, Honrado noted.

Also included in the improvement project are the demolition and rebuilding of four comfort rooms at the arrival lobby, relocation of Duty Free shops and offices, and structural retrofitting to strengthen the terminal against earthquakes.

Additional Immigration counters will be added at the arrival area so more passengers can be processed during peak hours. Inclined walk-a-lators will also be installed in the arrival area.

Apart from refurbishment, the MIAA will buy new security equipment, including shoe scanners, state-of-the-art scanning and X-ray machines, and additional closed-circuit television cameras.

The equipment, Honrado said, will be funded by money from the Security Development Fee (SDF), which the MIAA started collecting from departing international passengers in February 2007 as part of the terminal fee.

The collection of the SDF ends on Jan. 31, bringing down the terminal fee from P750 to P550.

Honrado said that by the end of the year, the P550 airport terminal fee will no longer be collected by the MIAA. Instead, airline companies will reimburse airport authorities with the fee as part of the airfare.
