Zest Air suspended due to safety issues

Inquirer.net| Friday, August 16th, 2013

MANILA, Philippines–The Civil Aviation Authority of the Philippines (CAAP) has grounded budget carrier Zest Air due to a series of safety breaches, including refueling with passengers onboard.

"In the course of monitoring, this agency is alarmed of Zest Air's series of serious deviations and infractions of the rules and standards prescribed  under the Philippine Civil Aviation Regulations," the suspension order issued by Captain John Andrews, CAAP deputy director general, read.

In the order addressed to Alfredo M. Yao, chairman of Zest Airways, Inc., Andrews said the decision to suspend the airline's operations was based on the monitoring and surveillance conducted by a team of airworthiness inspectors formed by CAAP on July 31.

He said the report submitted by the inspectors showed continuing violations of Zest Air on air safety standards.

Among the violations found by CAAP were:

No qualified Accountable Manager since July 19, 2013
Failure to check aircraft logs, flight manifest, weather, etc.
Failure to present to the CAAP the airman license (Aircraft Mechanic License) during ramp inspection
Series of occurrences that affected several flight operations
Refueling with passenger on board involving RP-C8989 on August 14, 2013
Excessive flight duty time case under the enforcement and legal service

Andrews underscored the need for an accountable manager, who he said has "corporate authority for ensuring that all flight operations and maintenance activities can be financed and carried out to the highest degree of safety standards required by the authority."

Zest Air's certificate to operate will remain suspended until the necessary corrective actions and compliance with aviation safety standards have been undertaken, he said.

by Rappler.com Posted on 08/16/2013

MANILA, Philippines – Gokongwei-led budget carrier Cebu Pacific seeks to impose higher charges for some of its domestic and international routes to recover from losses incurred from rising jet fuel prices.

Cebu Pacific filed a petition before the Civil Aeronautics Board (CAB) for increase in the fuel surcharge on 7 international and 4 domestic routes.

Here are the routes covered by the carrier's petition:

International

    Manila-Incheon, Manila-Busan, Cebu-Incheon and Cebu to Busan: $54 per passenger from $50, up 8%
    Manila-Shanghai: $37 from $25, up 48%
    Manila-Beijing: $50 from $35, up 43%
Manila to Giangshou: $35 from $25, up 40%
    Manila-Xiamen: $26 from $20, up 30%
Manila to Siam Rep: $30 from $25, up 20%

Domestic

    Manila-Pagadian: P450 from P400, up 12.5%

    Cebu-Cagayan de Oro: P300 from P250, up 20%
    Cebu-Bacolod: P250 from P200, up 25%

The budget carrier however decided to cut the fuel surcharge for Manila-Dipolog flights by 11% to P400 from P450.

Additional domestic flights

Meanwhile, Cebu Pacific launched more flights in August.

The additional flights were launched after the budget airline took delivery of two Airbus A320s last July.

Here is a list of the destinations with additional frequencies:

Starting Aug 1

Manila and Kalibo (a total of 33 flights, with additional Wednesday, Thursday and Sunday frequencies)

Starting Aug 3

    Manila-Cebu (daily), Manila-Davao (4 weekly flights) and Manila-Legazpi (4 weekly flights)
    Cebu-Davao (3 weekly flights), Cebu-Dumaguete (2 weekly flights), Cebu-Tacloban (3 weekly flights) and Cebu-Legazpi (4 weekly flights)

Starting August 12

    Cebu-Siargao (5 times weekly)

Cebu Pacific will also increase frequencies of its Manila-Busuanga and Manila-Tagbilaran routes between August 24 and October 26.

Cebu Pacific meanwhile upgraded the aircraft for its Cebu-General Santos flights to a 180-seater A320 from an A319 with 156 seats. The aircraft for its Cebu-Butuan route was also upgraded to a 72-seater A319.

Cebu Pacific's fleet is composed of 10 Airbus A319s, 27 Airbus A320s, one Airbus A330 and 8 ATR-72 500s. It will take delivery of 15 more A320s, 30 Airbus A321neos, and 5 A330s between 2013 and 2021.

The budget carrier is implementing an action plan for increased safety after two runway mishaps in June. — Rappler.com

By Matikas Santos
INQUIRER.net | Tuesday, August 20th, 2013

MANILA, Philippines – The Civil Aviation Authority of the Philippines (CAAP) lifted the suspension order on Zest Air Tuesday.

"That"s a relief and welcome news as it confirms that cooperation between CAAP and [Zest Air] is more productive," Joy Caneba, Zest Air Director, said in a text message.

"This confirms that Zest Air has been operating following the standards required and will continue to do so," she said.

CAAP previously suspended the license to operate of Zest Air in light of safety consideration of its airplanes.

Zest Air said that they would resume operations as soon as possible.

:shoot13lj7:
