Flight Crews Say Cell Phones Cause Interference

Cell phones and other mobile devices really do cause a certain amount of electronic interference during flight, some crew members contend in a confidential industry report conducted by the International Air Transport Association and obtained by ABC News.

The report details 75 incidences of electronic interference during passenger and cargo airline flights between 2003 and 2009 that have been attributed to personal electronic devices by crew members on board.  Of the 75 separate events, 26 affected flight controls, 17 affected navigation systems and 15 affected communications systems.

The incidents cited in the report include autopilot disengagement, incorrect GPS information and faulty altitude readings, among others. Cell phones were blamed as the most common culprits by crew members, and were attributed to four out of every 10 events.

Many in the aviation community are skeptical of the report, writing it off as an accumulation of anecdotal evidence that doesn't constitute methodical data, which the authors do not deny. The report itself stresses that it is not verifying whether or not the instances were the result of personal electronic device use.

Some in the industry, however, contend that personal electronic devices can cause real flight disruption in certain cases. Boeing's David Carson, who co-chaired a federal advisory committee on the issue of electronic interference, told ABC News that hidden electronic signals from Blackberrys, iPhones and, worst of all, iPads, have been tested and are not within limits deemed appropriate for aircraft.

Flying spoke with a team leader at one firm that produces electronic flight bags and confirmed that while no incidences of iPads having caused interference were noted, electronic testing showed signals exceeding in a few instances the conservative published limits.

A 2006 Carnegie Mellon study found that cell phones can cause interference aboard airplanes, especially with GPS receivers when multiple devices are communicating simultaneously.

Geld besparen dankzij Schipholse Parkeeroorlog

Noy to open Caticlan airport

The Philippine Star Updated June 25, 2011

MANILA, Philippines - President Aquino will lead the inauguration of the Caticlan airport in Aklan today as part of the government's thrust to boost domestic tourism.

In a statement, MalacaƱang said the President would lead the ceremonial lighting of the Caticlan airport scale model.

The Caticlan airport development project is an example of the Public-Private Partnership being spearheaded by the Aquino administration. Behind it is TransAire Development Holdings Corp., a subsidiary of San Miguel Corp.

Aside from developing the airport, TransAire has proposed that the airport be renamed the Boracay airport although the Civil Aviation Authority of the Philippines has yet to approve it.

11 provinces to have night flights

BusinessMirror.com.ph Sunday, 03 July 2011

The Civil Aviation Authority of the Philippines (Caap) has started to provide night-operations equipment to 11 provincial airports so that domestic flights can spread their schedule and avoid congestion during departures in Manila.

The move is also in accordance with the open-skies policy adopted by the Aquino administration, upgrading provincial airports so that foreign carriers can also come in, instead of concentrating their operations in Manila.

This was the consensus reached between the Caap and the Manila International Airport Authority (Miaa), following a dialog that included all domestic carriers, to pinpoint the cause of congestion at the premier airport. The local domestic carriers are Philippine Airlines, Cebu Pacific, Zest Air and Seair.

It was discovered that all domestic carriers bundle their departures early in the morning, at noon and sometime in the afternoon so that all of them could take off at their point of departures before sunset.

The study showed that congestion occurs when more than 36 departures at the  Ninoy Aquino International Airport are cramped within one hour. Then the planes would return to prepare for another provincial run and maximize their daylight operations.

"We discovered that all of the domestic airline operators are in a hurry to come back before sunset, where provincial airports stop operating due to the absence of runway lights," Caap Director General Ramon S. Gutierrez said.

To remedy this problem, runway lights are being provided to 11 provincial airports: Puerto Princesa, Cagayan de Oro, Zamboanga, Davao, Kalibo, Laoag, Iloilo, Bacolod, Tacloban, General Santos and Dumaguete.

The Miaa limits the number of departures to a maximum of 36 flights per hour to provide safety to the flying public. Once the quota is met, air carriers can choose other "slots" or schedules so that departures are spread out evenly, thus avoiding congestions.

"Slotting is being resorted to whilethe performance-based navigation [PBN], which is a component of the Communication, Navigation System/Air Traffic Management [CNS/ATM], is in the process of getting installed, " Gutierrez said. The PBN will use satellite navigation instead of ground-based equipment.

The CNS/ATM would be housed in a new building, the first phase of the scheme, which is now under construction within the Caap compound. The project is scheduled for completion in 2013.
