AMSTERDAM -  Het is wachten op doden onder zieke luchtreizigers. Hulp van artsen of verpleegsters die toevallig aan boord zijn, wordt steeds vaker geweigerd in noodgevallen op tien kilometer hoogte. Maatschappijen zijn doodsbang voor claims als de behandeling fout afloopt.

Toch weer een extra risicofactor erbij als je naar de Filipijnen gaat of (misschien al ziek) terugkeert naar Belgie of Nederland. Vraag mij af of die maatschappijen wel vrijuit gaan als zij medische hulp in noodgevallen belemmeren met mogelijk overlijden als gevolg.

Als de maatschappij weigerd om hulp te laten verstrekken aan een persoon in nood kan die dan zelf niet vervolgd worden voor het weigeren van verstrekken van hulp aan een persoon in nood ?

PAL gets new Boeing 777-300ER

FLAG carrier Philippine Airlines (PAL) took delivery another Boeing 777 aircraft last week, its third of the six units it ordered until 2013.

The Boeing 777-300ER aircraft arrived in Manila from the Seattle, Washington where the plane maker is based.

The new aircraft flew to Cebu on Saturday for its maiden flight. The flag carrier also plans to utilize the plane for flights to Vancouver in Canada, Japan and Hong Kong.

The first two Boeing777 units arrived in November 2009 and January 2010. PAL said there will be another delivery in November while the fifth B777 is scheduled for delivery in April 2013 and the sixth in November of the same year.

PAL, under its new management, will undergo a modernization program of its fleet with a cost of $500 million.

In April, San Miguel Corp. (SMC) acquired 49 percent of PAL's publicly listed parent firm PAL Holdings.

PAL Holdings disclosed that its majority shareholder Trustmark Holdings Corp. has signed investment agreements with a unit of SMC resulting in the issuance of shares to the diversified conglomerate. "The investment through Trustmark will be flowed down to Philippine Airlines, which is expected to strengthen and enhance the operations of the airline," PAL said.

The investment was made by SMC through a wholly owned unit, San Miguel Equity Investments Inc. (SMEII). Under the agreement, Trustmark and Zuma Holdings and Management Corp.–the holding companies of PAL and Air Philippines Corp. will issue new shares to SMEII.

PAL Holdings' consolidated total comprehensive losses for the nine months of its fiscal year ending December 31, 2011 reached P3.6 billion.

Fire trucks in major airports don't work

A lawmaker on Sunday expressed shock that the country's major airports, including the Ninoy Aquino International Airport and the Davao International Airport, did not even have fire trucks that could respond to a runway emergency within three minutes, putting thousands of lives at risk daily.

"I am shocked," Bayan Muna Rep. Teddy Casiño said.

He said the seven fire trucks at the Davao airport, some of them 30 years old, were being used only as props because none of them worked, while the NAIA had to rely on the nearby Parañaque fire station in case of fire.

Casiño demanded a congressional investigation, saying the government was putting public safety, lives and property at risk in violation of international airport safety standards and obligations.

Citing a December 2010 internal report from the Civil Aviation Authority called Evaluation Report on Aviation Firefighting and Rescue Vehicles, Casiño faulted the authorities for violating the policies and guidelines of the International Civil Aviation Organization.

Davao, an international airport, must have at least three firefighting vehicles with a combined usable water capacity of 24,300 liters, a produced foam discharge rate of 9,000 liters per minute, and 450 kilograms of dry chemical powder or other suppressants, Casiño said.

But the Civil Aviation Authority report says none of the airport's seven fire trucks will even start, and their firefighting systems suffer start-up delays of up to three minutes, which is deemed unacceptable because international guidelines say responding emergency vehicles must be able to reach any part of the airport in three minutes.

One of the fire trucks was described as useful only as a water tanker because it is unable to discharge a foam solution, says the report, a copy of which was obtained by the Manila Standard.

"There was not even a blinker or a sprinkler," Casiño said.

All seven fire trucks were found to have "major air leaks" in their brake systems, the report says.

The newest addition to the fleet, a truck from New Zealand, has a pump reading of only 32 hours, indicating that the vehicle has performed "very little operational use," the report says. Officials recommended it be shipped back to New Zealand for repairs.

On another vehicle, "the water pump was removed some six years ago and sent to Manila and has not been seen again," the report says.

Casiño said the findings in the December 2010 report had not been corrected.

"As of Sunday, July 8, 2012, nothing has been done and the December 2010 findings stand," he said.

Transport Secretary Manuel Roxas II said he was unaware of the condition of the fire trucks in the Davao airport but promised to look into the matter.

He said civil aviation officials had told him there were enough fire trucks at the Ninoy Aquino airport. He said three more trucks were up for public bidding at the Manila airport.

Interior Secretary Jesse Robredo says the Bureau of Fire Protection does not lend its fire trucks to Ninoy Aquino airport.

Casiño also raised an alarm over the "dubious termination" of a P243-million contract for fire-fighting equipment–boots, helmets, gloves, coats and trousers, and allegedly to favor the Bureau of Fire Protection's regular suppliers.

"Government should immediately look into this anomaly. It appears that our firefighters and the public are being held hostage to the infighting and jostling for juicy contracts in the Bureau of Fire Protection," Casiño said.

In the latest bidding, Kolonwel Trading, a new entrant, submitted the lowest bid, but the bids and awards committee took an entire year to process the deal because of "afterthought requirements" that the losing bidders, Panpisco Technologies Inc. and 911 Alarm, brought to the panel's attention.

"These suppliers did not avail of the prescribed protest mechanism as prescribed by the Procurement Law, but raised their concerns through mere letters to BFP Officer in Charge Samuel Perez," Casiño said.

On the strength of these letters, Perez withheld the awarding of the contract to Kolonwel, and later declared a failure of bidding two months after the bids and awards committee had declared it the winner.

Ik vermoed dat dit koffers zijn die al een hele tijd wachten om afgehaald te worden door de rechtmatige eigenaars. Kan er geen andere reden bij bedenken waarom ze die koffers bij het vuilnis kieperen. Slechte reclame voor de luchtvaartmaatschapijen is dit in elk geval.
